Russia Offers 360 kmph Ivolga FG High-Speed Trains for Joint Production in India
Russia has put forward its Ivolga FG high-speed train concept for India, with Transmashholding (TMH), one of Russia’s major rolling stock manufacturers, proposing to jointly develop and produce the trains in the country. The offer was presented on the sidelines of the 18th BRICS Summit in New Delhi, giving a fresh push to India-Russia cooperation in the railway sector.
The Russian proposal is built around a design speed of 360 kmph, placing the Ivolga FG in the category of high-speed rail technology rather than the commuter trains currently associated with the Ivolga name in Russia. TMH is positioning the concept as a possible fit for India’s growing interest in faster passenger rail, while also offering joint research and development with Indian partners.
The timing is notable. India has been steadily expanding its railway modernisation programme with a stronger emphasis on high-speed and semi-high-speed services, improved passenger rolling stock and domestic manufacturing. Against that backdrop, a proposal that combines foreign engineering with local production aligns closely with the direction of India’s railway policy.
TMH already has a foothold in India through Kinet Railway Solutions, a joint venture between Transmashholding and Rail Vikas Nigam Limited (RVNL). That partnership is already engaged in the manufacture and maintenance of 120 Vande Bharat sleeper trainsets for Indian Railways. Each trainset has 16 coaches, and production is taking place at the Marathwada Rail Coach Factory in Latur, Maharashtra.
This means the Ivolga FG proposal is not being floated in isolation. Instead, it builds on an existing industrial relationship between the Russian company and India’s railway ecosystem, potentially offering a route for deeper collaboration if the new concept advances beyond the proposal stage.
The Ivolga platform and the proposed leap to high speed
The Ivolga name is already familiar in Russia’s passenger rail market. It refers to a family of modern electric multiple-unit trains produced by TMH at Tver Carriage Works. These trains are primarily used for high-capacity urban and suburban services, including on Moscow Central Diameters routes.
Over time, the Ivolga family has gone through several generations, each incorporating refinements aimed at improving passenger flow, comfort and operational efficiency. The Ivolga 4.0, for instance, has three doors per intermediate car to speed up boarding and alighting.
But the Ivolga FG concept being offered to India is not a simple extension of those existing commuter trains. Standard production versions of the Ivolga family generally operate at speeds between 120 kmph and 160 kmph. The proposed 360 kmph figure therefore describes a separate high-speed concept intended for the Indian market, not a current Ivolga train running at that speed.
Even so, the established Ivolga platform already includes several features relevant to modern passenger rail design. These include wide doorways, open inter-car gangways, climate-control systems, adaptive lighting, USB charging points and dedicated areas for bicycles, scooters and passengers with reduced mobility.
Newer versions of the train are also reported to use a high share of domestically sourced Russian components and parts. That localisation approach mirrors India’s own railway manufacturing priorities, which increasingly focus on domestic supply chains and reduced dependence on imported systems.
What the Russian proposal could mean for India
For India, the key appeal of the proposal may lie less in the headline speed figure and more in what TMH is offering alongside it. The Russian company has proposed joint development, research and production in India, which would allow Indian industry to take part in the creation of high-speed rolling stock technology rather than simply importing completed trains.
If advanced, such cooperation could open the door to technology transfer, engineering collaboration and the development of specialised manufacturing skills. At the same time, any future project would have to address issues such as localisation levels, lifecycle support, infrastructure compatibility and overall commercial viability.
The 360 kmph design speed also places the Ivolga FG in a very different operational category from the trains currently shaping India’s passenger rail upgrades. Trains capable of such speeds require more than suitable rolling stock. They need dedicated infrastructure, advanced signalling, high-quality tracks, maintenance systems and safety architecture designed to support high-speed operations.
That makes the Russian proposal a long-term option rather than an immediate replacement for existing rail projects. Whether India eventually moves in that direction will depend on infrastructure readiness, passenger demand, economics and compatibility with national railway standards.
Strategic context of the BRICS presentation
The fact that the proposal was presented during the 18th BRICS Summit in New Delhi adds another layer of significance. India and Russia already cooperate across a wide range of sectors, and transportation and industrial partnerships have become increasingly important areas of engagement.
For Russia, India represents a large and expanding railway market in which it can offer engineering expertise and rolling-stock capability. For India, the attraction lies in gaining access to advanced railway technology while continuing to strengthen domestic manufacturing.
The existing TMH-RVNL partnership gives the Russian company a practical base from which to expand cooperation. Its involvement in the Vande Bharat sleeper train programme has already familiarised it with Indian railway manufacturing requirements and industrial processes.
Still, moving from the current manufacturing work to 360 kmph operations would be a major step. High-speed rail functions as an integrated system in which trains, tracks, power supply, signalling, communications and maintenance are designed to operate together. Any serious proposal would therefore need to be evaluated as an ecosystem, not merely as a train order.
That is why the Ivolga FG offer is best understood as a possible technology pathway. It points to the prospect of joint high-speed railway development and to India’s broader effort to build indigenous expertise in advanced rail engineering.
For passengers, trains capable of approaching 360 kmph would represent a major leap in inter-city connectivity. But the actual benefits would depend on the creation of infrastructure that can support such speeds and on whether the operating model makes economic sense.
The proposal also reflects the increasingly competitive environment around India’s railway modernisation drive. As the country expands domestic train manufacturing while seeking more advanced technologies, foreign companies are looking for partnerships that combine external expertise with Indian production capabilities.
TMH’s approach fits that model. Instead of offering only finished rolling stock, it is proposing collaboration in research, development and production within India. That could make the concept more attractive if policymakers view local capability-building as a central criterion.
For now, the Ivolga FG remains a proposal, but one that signals Moscow’s interest in India’s future high-speed rail ambitions. If the idea moves forward, it could bring together Russian engineering know-how and India’s growing railway manufacturing base. The final outcome will depend on technical evaluation, infrastructure requirements, commercial terms and any future agreement reached between the parties.
