Tri-Services Senior Medical Officers Enhance Financial Management Skills at Defence Workshop
A group of faculty members from the College of Defence Management (CDM) in Secunderabad recently conducted a specialised Financial Management capsule for 45 Senior Medical Officers. These officers were attending the Medical Officers' Senior Command Course (MOSCC-138) at the Army Medical College and Centre in Lucknow. Participants included officers from the Indian Army, Indian Navy, Indian Air Force, as well as officers from Friendly Foreign Countries, showcasing the collaborative spirit in military education.
This training programme was meticulously crafted to enhance the participants' proficiency in financial management and resource administration. The aim was to empower senior medical officers with the requisite knowledge to effectively handle financial responsibilities while attending to their operational and clinical obligations. This initiative underscores the increased focus on nurturing well-rounded military leaders who can adeptly balance healthcare delivery with resource management.
Throughout the interactive sessions, faculty from CDM delivered comprehensive lectures on various financial aspects within the Armed Forces, including the budgeting process and public procurement principles in the defence sector. Participants gained valuable insights into financial planning, budget allocation, expenditure management, and the procurement procedures essential for efficient operation of military medical establishments.
One of the key elements of the capsule was a thorough discussion on procurement via the Government e-Marketplace (GeM). Faculty members explored the changing procurement landscape, emphasizing best practices for transparent and efficient acquisition of goods and services. The role of digital procurement platforms in enhancing accountability, cost-effectiveness, and operational efficiency in defence organisations was also highlighted.
The sessions actively engaged the attending officers, prompting discussions on the practical challenges of financial administration, procurement planning, and resource utilization in military healthcare settings. This interactive format allowed for the exchange of experiences and improved understanding of modern financial management practices within the Armed Forces.
The programme emphasized the expanding responsibilities of senior military medical officers, whose roles now encompass more than clinical care, extending to administration, financial oversight, and institutional management.
