Subedar Hokato Hotozhe Sema: First Paralympian Awarded Ati Vishisht Seva Medal by President Murmu
In a significant achievement for both the Indian Armed Forces and Indian para-sports, Subedar Hokato Hotozhe Sema, AVSM, VSM, from the 9 Assam Regiment, was awarded the Ati Vishisht Seva Medal (AVSM) by President Droupadi Murmu. This honor was presented during the Defence Investiture Ceremony 2026 (Phase-II) at Rashtrapati Bhavan.

Subedar Sema has made history by becoming the first Paralympian in India to be awarded the Ati Vishisht Seva Medal, a prestigious peacetime military decoration for distinguished service. This accolade is rarely bestowed upon a Junior Commissioned Officer (JCO), highlighting his exceptional contributions to both the Indian Army and Indian sports.
A native of Niuland district in Nagaland, Subedar Sema enlisted in the Assam Regiment in 2000. His military career took a dramatic turn when, just two years in, he lost a leg due to a landmine explosion during a counter-infiltration operation along the Line of Control in Jammu and Kashmir in 2002. Determined not to be defined by this setback, he embraced para-sports and began training in shot put under the guidance of coach Rakesh Rawat at the Army Paralympic Node in Pune.

Through relentless perseverance and dedication, Subedar Sema achieved international acclaim. He secured a bronze medal in the Men's Shot Put F57 event at the 2024 Paris Paralympic Games with a personal best throw of 14.65 meters, following a bronze medal win at the 2022 Asian Para Games in Hangzhou.
His remarkable achievements in sports were further recognized with the Arjuna Award in 2024. Subedar Sema's inspiring transition from a severely injured soldier to a Paralympic medallist stands as a testament to courage, resilience, and determination.

The awarding of the Ati Vishisht Seva Medal acknowledges not only Subedar Sema's distinguished military service but also his significant accomplishments in para-athletics. His journey serves as an inspiration for soldiers, athletes, and the broader nation.
Subedar Hokato Hotozhe Sema's unprecedented achievement highlights the enduring values of the Indian Army—courage, resilience, and excellence—and underscores that determination and perseverance can triumph over even the most formidable challenges.
