Southern Command's Pune Exercise Elevates Military-Civil Preparedness
A high-intensity Military–Civil Fusion (MCF) exercise was conducted by Southern Command at the Military–Civil Fusion Training Node in Pune. The exercise was designed to rehearse and validate inter-agency Tactics, Techniques, and Procedures (TTPs) in a simulated multi-threat security setting.
The operation involved the seamless integration of Southern Command troops with Maharashtra Police's Force One, the Anti-Terrorism Squad (ATS), local police units, Fire Services, Bomb Disposal Units, the Disaster Management Authority, Health and Forensic departments, as well as the Army Dog Unit. The primary objective was to enhance interoperability, enable rapid decision-making, and coordinate responses to a wide range of internal security challenges.

The exercise featured realistic crisis scenarios to thoroughly test command and control mechanisms, communication systems, and multi-level coordination. This allowed participating agencies to refine standard operating procedures, identify operational synergies, and fortify institutional connections for efficient and swift emergency responses.
Military–Civil Fusion exercises are a fundamental aspect of the whole-of-government approach to national security. By uniting various stakeholders on a single operational platform, the exercise bolstered collective resilience, improved preparedness for complex contingencies, and reaffirmed the shared commitment of all agencies to public safety and integrated national response capabilities.
