Lt Gen Harpal Singh Reviews Progress of Nimmu-Padam-Darcha Road, Shinkun La Tunnel
Lieutenant General Harpal Singh, AVSM, VSM, Director General Border Roads (DGBR), visited Border Roads Organisation’s Project Yojak from 18 to 20 August 2026 to review progress on key strategic infrastructure works in the Himalayan region, including the Nimmu-Padam-Darcha Road and the Shinkun La Tunnel.
The three-day visit centred on an assessment of ongoing construction under Project Yojak, which is developing infrastructure in one of the country’s most difficult mountain environments. The review placed particular focus on the Nimmu-Padam-Darcha axis, seen as an important route for improving connectivity between Ladakh, the Zanskar region and Himachal Pradesh.

The Nimmu-Padam-Darcha Road connects Nimmu in Ladakh with Padam in the Zanskar Valley and Darcha in Himachal Pradesh. Beyond linking remote settlements, the road is regarded as a strategic alternative axis towards Ladakh, giving India another route for movement into the region.
That redundancy matters for military mobility. Better road connectivity can support faster movement of personnel, equipment and supplies, while also strengthening the logistics chain for formations deployed in high-altitude areas. In a region where weather, terrain and distance often complicate transport, additional access routes are a significant operational advantage.
The road is also expected to have a direct impact on civilian life in remote areas along the route. Improved access could make healthcare, education, markets and other essential services easier to reach, while also opening up prospects for tourism and local economic activity in areas that have long remained cut off for extended periods because of harsh terrain and severe weather.
Another major component of the DGBR’s review was the Shinkun La Tunnel, described as one of the most ambitious high-altitude infrastructure projects in the region. The tunnel is intended to support reliable connectivity along the Nimmu-Padam-Darcha axis by reducing dependence on the pass itself, which faces severe climatic constraints.

The Shinkun La area experiences heavy snowfall and long winters that can disrupt surface movement for prolonged periods. The tunnel is designed to address those limitations and make movement through this strategically important corridor more dependable.
Building infrastructure at such extreme altitude brings a distinct set of engineering and logistical challenges. Work crews and machinery must operate in low-oxygen conditions, freezing temperatures and difficult geological settings, often within a limited construction season. Even moving heavy equipment and materials to these remote sites requires extensive planning and coordination.
During the visit, Lt Gen Harpal Singh reviewed the progress achieved by Project Yojak and examined the efforts being made to overcome these operational hurdles. He also interacted with BRO Karmayogis working on the projects and appreciated their commitment, dedication and sustained effort in strengthening strategic connectivity under harsh conditions.
BRO personnel deployed in such regions routinely work in isolated locations where construction and maintenance must continue despite severe weather and difficult geography. Their responsibilities include road building, bridge construction, tunnelling, snow clearance and other infrastructure work essential to keeping border areas connected.
The Nimmu-Padam-Darcha axis has gained particular strategic importance as India continues to expand border infrastructure. Unlike some of the traditional approaches to Ladakh, the route offers an additional corridor and adds redundancy to the transport network serving the region.
Such multiple approach routes are valuable because they give greater flexibility for military logistics and reduce reliance on a single corridor. That becomes especially important during emergencies, natural disasters or operational contingencies, when the availability of alternative routes can affect response time and sustainment.
The Shinkun La Tunnel is expected to further increase the value of this axis by removing one of the major geographical barriers along the route. Once operational, it should improve the reliability of movement between the areas linked by the Nimmu-Padam-Darcha Road.
Project Yojak has been tasked with developing strategically significant infrastructure in this challenging region as part of the Border Roads Organisation’s wider push to accelerate development across India’s northern and northeastern border areas. Over the years, the BRO has been responsible for roads, bridges, tunnels and airfields in remote and strategically sensitive locations, many of them at extreme altitudes where civilian agencies would face major logistical and environmental constraints.
The organisation’s work serves both military and civilian needs. While its projects improve strategic mobility for the Armed Forces, they also support the socio-economic development of border communities by cutting travel time and improving access to essential services.
Lt Gen Harpal Singh’s visit from 18 to 20 August came against this backdrop of sustained emphasis on timely execution of major infrastructure projects. His review of the Nimmu-Padam-Darcha Road and the Shinkun La Tunnel highlighted their place in India’s expanding border connectivity network and the broader effort to improve mobility and logistical resilience in the region.
The DGBR’s interaction with BRO Karmayogis also brought attention to the personnel working behind these projects in exceptionally demanding terrain. Their continued effort remains central to the BRO’s mission of providing dependable connectivity across some of India’s most difficult and strategically important areas.
