Jaishankar Calls for Unified SCO Response to Terrorism, Highlights Pahalgam Attack

External Affairs Minister S Jaishankar urged the Shanghai Cooperation Organisation (SCO) to take a firm stance against terrorism, separatism, and extremism. During the SCO Council of Foreign Ministers Meeting in Tianjin, China, Jaishankar referenced the April terror attack in Pahalgam, Jammu and Kashmir, as a clear example of the "three evils" the SCO was created to address.

In the presence of Pakistan’s foreign minister Ishaq Dar, Jaishankar accused those responsible for the attack of attempting to undermine Kashmir’s tourism industry and incite religious conflict. He called on the SCO to reaffirm its foundational mission by taking strong measures against such threats, emphasizing that regional security depends on accountability.

Jaishankar highlighted that the United Nations Security Council had already condemned the Pahalgam attack, stressing the importance of holding those responsible accountable. He mentioned India's decisive response with Operation Sindoor on May 7, affirming New Delhi's commitment to act swiftly against such threats.

His remarks came amid Indian concerns over China's perceived support for Pakistan during recent hostilities. India has previously criticized China for obstructing efforts to sanction Pakistan-based terrorists at the UN Security Council.

Jaishankar also cautioned against a growing wave of global disorder characterized by escalating conflicts, economic instability, and coercive diplomacy. He encouraged SCO members to stabilize the international system, mitigate risks in crucial sectors, and address enduring threats that endanger common interests.

Regarding Afghanistan, Jaishankar emphasized the need for the country's stability for regional peace. He urged SCO nations to increase development assistance to the Afghan people, reaffirming India’s commitment to humanitarian support.

The minister highlighted India's leadership within the SCO in areas such as start-up promotion, digital public infrastructure, and innovation. He underlined that collaboration should be grounded in mutual respect, sovereignty, and territorial integrity, likely alluding to China's Belt and Road Initiative, which includes projects in Pakistan-occupied Kashmir.

Addressing regional connectivity issues, Jaishankar noted the absence of reliable transit within the SCO region, which hinders economic collaboration. He reiterated India's proposal to promote the International North South Transport Corridor (INSTC), linking India with Central Asia, Russia, and Europe via Iran.

Jaishankar concluded by emphasizing the SCO’s influence in global affairs. He stated that the organization's credibility relies on inclusivity, a unified agenda, and member states' commitment to act with integrity and determination. As the world transitions toward multipolarity, he argued, regional groupings like the SCO must lead with purpose and unity.
