India to Manufacture HAMMER Weapon System Through BEL–Safran Joint Venture
Bharat Electronics Limited (BEL) has partnered with Safran Electronics & Defence (SED) from France to establish a joint venture focusing on the production of the HAMMER precision-guided air-to-ground weapon system in India. This development represents a significant advancement in India's quest for defence self-reliance.
The Highly Agile Modular Munition Extended Range (HAMMER) system, which has already been battle-tested and reportedly utilized by the Indian Air Force during Operation Sindoor, will now be produced domestically. This move is expected to enhance India's precision-strike capabilities substantially.
Key Features of HAMMER
HAMMER integrates GPS-inertial navigation with either laser or infrared guidance, allowing for precise strikes on fortified targets. Its modular design supports various warhead options and propulsion configurations, making it compatible with platforms such as the Rafale and possibly the Tejas LCA.
Strategic Milestone for Aatmanirbhar Bharat
The joint venture between BEL and Safran, with equal shareholding, aims to localize production progressively—from subcomponents to full assembly—achieving approximately 60% indigenization. BEL will manage production and quality control, while Safran will contribute essential technology and design expertise.
The partnership was formalized in the presence of senior defence officials and Safran executives, following an earlier Memorandum of Understanding signed at Aero India 2025.
Boost to IAF Readiness
Manufacturing the HAMMER system domestically will facilitate quicker supply, reduce reliance on imports, and improve the Indian Air Force's operational readiness. The system's adaptable design allows for swift adjustments to suit various mission requirements, from tactical strikes to deep penetration operations, thus offering increased flexibility in different combat environments.
Pathway to Export Potential
With plans for comprehensive lifecycle support and upcoming upgrades to be managed within India, the joint venture may eventually enable the country to become an exporter of guided munitions. This initiative could also establish India as a manufacturing center for advanced HAMMER variants.
Strengthening India–France Defence Ties
This collaboration reinforces the longstanding strategic partnership between India and France, exemplified by initiatives like the Rafale program and joint aerospace and propulsion projects. It underscores France's trust in India's defence capabilities and ecosystem.
The initiative marks a critical shift from licensed manufacturing to a genuine technology partnership, propelling India closer to its objective of establishing a robust and globally competitive defence industry.
