IMA Dehradun Mall Project Halted After Army Highlights Security Concerns
The Indian Army has raised significant security concerns regarding a proposed shopping mall, valued at ₹35 crore, near the Indian Military Academy. This led the authorities to cancel the project's approved status.
Army Objects to Construction Near Defence Establishment
In official communications, the Army questioned the approval process, highlighting the lack of a mandatory No Objection Certificate (NOC) from military authorities. This, they stated, was a breach of the Ministry of Defence's guidelines for construction near defence land.
According to the regulations:

The Army argued that the proposed construction violated these established policy guidelines.
MDDA Cancels Approval
Following the objections raised by the Army, the Mussoorie Dehradun Development Authority decided to reject the application made by the private developer.
Officials noted that the builder was given time to secure the required NOC from the Indian Military Academy authorities. However, the builder's failure to obtain it led to the cancellation of the building plan.
Builder Defends Proposal
The developer, Shivam Builders and Developers, argued that they had adhered to all necessary procedures and assumed no objections existed due to a lack of response from Army authorities.
Army officials, however, clarified that a lack of response should not be construed as consent, and any concerns are formally communicated to the relevant governing bodies.
Security Risks Highlighted
Sources within the Army suggested that the proposed mall could have posed significant security risks, particularly due to the presence of cadets, including international trainees, at the academy.
