Delhi Police Arrest 23-Year-Old Vikrant Tomar for Allegedly Duping Women Constables with Marriage Promises

New Delhi, October 24, 2026: Delhi Police have arrested a 23-year-old man, identified as Vikrant Tomar, also known as Vikrant Kumar alias Vicky Tomar, from Burari for allegedly cheating women police constables by posing as a wealthy businessman, promising marriage, and persuading them to transfer money in the name of high-return investments. Investigators believe nearly 20 women constables from the same batch may have been targeted, with the total amount involved estimated at around Rs 24 lakh. Police said many of the women have not yet filed formal complaints.

The matter surfaced after Constable Shiwani, who is posted at Karol Bagh police station, approached police with a complaint. According to investigators, Tomar first made contact with her on Instagram and introduced himself as someone seeking guidance on Delhi Police recruitment under the sports quota. The conversation later moved to a messaging platform, where he allegedly built a rapport with her while presenting himself as a successful businessman and a prominent cricket professional.

Police said Shiwani was persuaded to part with her money after Tomar promised strong returns on investment. She transferred her savings from an Axis Bank account, took a personal loan of Rs 12 lakh, and borrowed additional money from acquaintances. Together, these amounts came to about Rs 24 lakh. Of this, around Rs 8 lakh was allegedly transferred, on Tomar’s instructions, to bank accounts linked to the 1x.com, or OneX, betting platform. The complaint also alleges that during an in-person meeting, Tomar inappropriately touched the constable’s waist with the intention of outraging her modesty. A case was registered on September 8, 2026.

Investigators say Tomar used social media to project an image of wealth and success. On Instagram, he reportedly posted videos showing luxury cars, upscale restaurants and an affluent lifestyle. He is also alleged to have rented expensive cars for eight-hour stretches to take the women on outings, often using the same vehicle with different women to reinforce the impression that he was financially well-off. Once he had gained their trust and advanced marriage promises, he allegedly sought money under different pretexts. Police further suspect that money received from one woman was at times used to arrange outings with another.

A key aspect of the probe is that Tomar’s live-in partner is also a woman constable with Delhi Police. Officers suspect he may have used information about her batchmates to identify and approach the other women. All the women believed to have been targeted are said to belong to the same batch.

Tomar was already facing five FIRs in Delhi in connection with similar cheating allegations. Those cases were registered at the Mayapuri, Hari Nagar and Inderpuri police stations, as well as at the East District Cyber Police Station. Police said he was granted bail in June 2026.

The Central District Cyber Police are now questioning the accused. Investigators are examining bank records, the money trail connected to betting-platform accounts, and other documents to determine the exact number of victims, the total amount involved and whether anyone else helped identify targets or facilitate the transfers. Police are also trying to encourage other potential victims to come forward.

The case has drawn attention to how social media can be used to create a fabricated image of wealth and status for the purposes of fraud. Police continue to trace the financial trail and widen the investigation beyond the original complaint.
