CDS General NS Raja Subramani Inaugurates Naval Housing, Utility Facilities at Karwar Under Project Seabird Phase IIA

General NS Raja Subramani, Chief of the Defence Staff and Secretary, Department of Military Affairs, inaugurated a new set of residential and utility facilities for the Indian Navy under Project Seabird Phase IIA at Naval Base Karwar on 8 October 2026.

The inauguration was held in the presence of Vice Admiral Vivek Dahiya, Director General Seabird, along with other senior officers. The newly opened facilities are part of the continuing infrastructure build-out at Karwar, one of the Navy’s major base development projects on the western coast.

The facilities inaugurated at East of Manzil Creek (EOMC) and Amadalli include dedicated accommodation for senior sailors, Naval Defence Civilians and personnel of the Defence Security Corps (DSC). A kindergarten school has also been added to the residential complex, extending the amenities available to families and personnel living in the area.

According to the details released, the residential package includes one tower of married accommodation for senior sailors with 60 dwelling units, and another tower with 60 dwelling units for Naval Defence Civilians. In addition, in-living accommodation has been provided for 156 DSC personnel.

The new housing blocks are part of the wider infrastructure being developed under Project Seabird Phase IIA, which combines residential facilities with trunk utility and amenity works at the naval base. The project is intended to support the personnel posted at Karwar by providing living spaces and associated services within the base ecosystem.

By bringing together accommodation for different categories of personnel — including senior sailors, naval defence civilians and DSC personnel — the development adds to the residential and support infrastructure already taking shape under the project. The kindergarten school forms part of the same amenity package, indicating that the facilities are meant to serve not only operational requirements but also day-to-day living needs at the base.

The 8 October inauguration adds to the ongoing expansion of Naval Base Karwar under Project Seabird Phase IIA. The event brought together senior defence leadership associated with the programme and highlighted the continuing rollout of housing and infrastructure at the base.
