Shimla, October 15, 2026: Lieutenant General Shrinjay Pratap Singh, AVSM, YSM, General Officer Commanding-in-Chief (GOC-in-C) of Army Training Command (ARTRAC), called on Himachal Pradesh Governor Kavinder Gupta at Lok Bhawan in Shimla on Wednesday, in a meeting centred on civil-military cooperation and the welfare of ex-servicemen and their families.

The interaction covered ways to strengthen coordination between the Indian Army and the civil administration in areas of shared interest. Both sides discussed the broader idea of Civil-Military Fusion, with emphasis on maintaining close institutional engagement to support public welfare initiatives and veteran-related concerns.

Governor Kavinder Gupta acknowledged the Indian Army’s contribution to national security, nation-building and public service. He also reiterated his support for efforts that promote civil-military cooperation and improve the welfare of former military personnel.

The meeting also reflected the continuing partnership between the armed forces and the state administration in supporting veterans and reinforcing institutional cooperation. Such engagements are particularly relevant in Himachal Pradesh, where civil-military coordination remains an important part of administrative and welfare outreach.

ARTRAC, headquartered in Shimla, is a key Indian Army formation responsible for shaping training doctrine, professional military education and operational preparedness.
