Indian Army Revises Social Media Guidelines for Personnel Use

The Indian Army has introduced a new social media usage policy for its members, detailing specific rules for platforms like Instagram, WhatsApp, X (formerly Twitter), YouTube, and LinkedIn, according to officials on Thursday.

As per these revised guidelines, Army personnel can use Instagram only for viewing and monitoring purposes. Defence officials specified that personnel should not post comments or share opinions on the platform, officially categorizing it as restricted-use.

When it comes to messaging apps such as WhatsApp, Telegram, Signal, and Skype, personnel are allowed to share unclassified general information, but only with known contacts. They are advised to ensure messages are directed to the correct individuals, with the responsibility lying with the individual soldier.

Platforms such as YouTube, X, Quora, and Instagram are designated for passive use only, meaning personnel can use them to gather information or knowledge but cannot upload content, post comments, or share user-generated materials. LinkedIn is restricted to posting resumes and seeking information about potential employers or employees, as per the guidelines.

The directive, issued by Army Headquarters through the Directorate General of Military Intelligence (DGMI), is effective immediately and updates the existing social media regulations to align with changing digital security concerns.

Army Chief’s Views on Social Media Use

The new policy comes after remarks by General Upendra Dwivedi, Chief of the Army Staff, at the Chanakya Defence Dialogue. He addressed the challenges posed by social media for young soldiers, especially those from Generation Z.

General Dwivedi highlighted the increasing significance of smartphones, acknowledging that while cadets initially find it difficult to adapt to life without phones at training academies, smartphones are now essential for soldiers, particularly for staying in touch with their families while stationed in remote areas.

He stressed the importance of distinguishing between reacting and responding on social media, noting that impulsive reactions can lead to operational and security risks. By allowing passive viewing and restricting responses, the Army aims to maintain discipline and convey that it approaches matters thoughtfully rather than impulsively.

The revised guidelines represent the Indian Army's effort to balance operational security with the realities of modern communication, promoting disciplined and responsible digital behavior among its personnel while protecting national security interests.
