Civil–Military Fusion Training Capsule 2025 Enhances Cooperation Between Indian Army and Maharashtra Public Service Commission Probationers
Pune, November 27, 2025 — Addressing the changing security dynamics in India and the increasing need for effective collaboration between the Civil Administration and the Armed Forces, the Shivneri Brigade, operating under the Southern Command, has initiated the second Civil–Military Fusion Training Capsule. This initiative, in partnership with the Yashwantrao Chavan Academy of Development Administration (YASHDA), is designed for probationers of the Maharashtra Public Service Commission (MPSC).
This week-long program unites 144 MPSC probationers, comprising 108 men and 36 women, alongside Army personnel. The platform is intended to enhance synergy, institutionalize cooperation, and promote mutual understanding between these crucial sectors of national service. The notable participation of women reflects India's ongoing dedication to diversity and inclusive governance in defence-civil partnerships.

The capsule aims to foster interoperability, informed decision-making, and collaborative readiness between civil authorities and the Indian Army. This effort is directed at bolstering governance and crisis response capabilities at both regional and national levels. Participants are gaining structured insights into the Army's ethos, discipline, and operational philosophy, alongside understanding the vital support Armed Forces provide to civil authorities during emergencies.

The initiative is set to enhance civil-military cooperation in domains such as disaster relief, internal security management, developmental partnerships, and administrative preparedness. This will enable upcoming civil servants to effectively coordinate with military units during emergencies.
The 2025 Civil–Military Fusion Training Capsule is considered a strategic investment in India's governance framework and self-reliance (Atmanirbharta), promoting trust, shared responsibility, and unified action. By equipping future civil servants with the necessary knowledge and perspectives to work alongside the Armed Forces, the program ensures that national institutions function as a cohesive team in safeguarding sovereignty, crisis response, and developmental initiatives.
Lt Gen Dhiraj Seth, PVSM, AVSM, General Officer Commanding-in-Chief of Southern Command, praised the initiative, stating that this joint effort by Southern Command and YASHDA establishes a benchmark for collaborative leadership, significantly enhancing the nation's readiness to confront future challenges.
